One can search the 1901/11 censuses for free via: http://www.census.nationalarchives.ie/search/

Note image A2 - it shows the Poor Law Union is Mullingar. In Ireland (like England) the civil registration districts were based on the poor law unions. http://www.census.nationalarchives.ie/reels/nai003552965/
This looks like the same guy in 1901 - here he's an unmarried servant a=23 http://www.census.nationalarchives.ie/reels/nai001264255/

You can buy "uncertified" images of the GROI (or whatever it's called) register enrty. They contain the same info that is in a regular "certificate" (but the're not valid for some official purposes, like claiming citizenship or getting a passport. The advantage of "uncertified" images is that they're cheaper (in both Irelands). They're cheaper still in the Republic if you provide the ref info, such as:
Birth of Mary Alice Carey Yr. 1926 Qtr.2 Vol.3 Page 164 Mullingar, Co Westmeath
This b.cert would give mother's maiden surname.
----------------------------
The next Irish census was 1926 (in both Irelands). I don't know when it will be released.
