Searching Devon Burials on FMP doesn't bring any result for him, but maybe not all burials are on their database.

Quite a few mentions in the paper of both the incident and the award-

Portsmouth Evening News - Thursday 25 June 1891

REWARD FOR GALLANTRY
The Board of Trade have awarded their silver medal for gallantry in saving life at sea to Wm Fisher, Coastguard Chief Boatman, James Lewis, Coastguard Boatman, and William Barker, Enrolled Volunteer of the Coverack Life-saving Apparatus Station, for their gallant and praiseworthy conduct at the wreck of the Bay of Panama at Nare Point on the 10th of March......

From a Google search, that's the only Townstal Cemetery which comes up - and there's not a lot about it. It appears not to be in use any more.

It's mentioned in this thread about somebody else buried there, but the links given in replies don't work now:

Perhaps it's St Clements churchyard which is meant by Townstal churchyard.
If it's an old churchyard rather than a council-run cemetery, then the church might be the place to enquire.

have a copy of a newspaper cutting i think from our local paper in south wales.it is an obituary of james who had connections up here. it goes on to say that he was given the board of trade medal for his part in the rescue of sailors on the shipwrecked bay of panama in 1891.and says he was interred in townstal churchyard.maybe thers more than one graveyard?

Findagrave only shows 52 graves in Townstal Cemetery, none of which is james Lewis.
